簡(jiǎn)要規格描述或項目基本概況介紹、用途：中國（上海）自由貿易試驗區管理委員會(huì )保稅區管理局機房安全設備長(cháng)期以來(lái)保持著(zhù)穩定運行，為所有涉及內的服務(wù)器和項目系統提供過(guò)濾、檢測、VPN接入等功能，為各業(yè)務(wù)系統提供安全的運行環(huán)境。為保障設備正常運行，本項目通過(guò)公開(kāi)招標的方式擬選取一名合格的供應商對相關(guān)軟硬件進(jìn)行維保。（具體詳見(jiàn)第三章采購需求書(shū)）
Brief specification description or basic overview of the project: The security equipment of the computer room of the Free Trade Zone Administration Bureau of the China (Shanghai) Pilot Free Trade Zone Management Committee has maintained stable operation for a long time, providing filtering, detection, VPN access and other functions for all involved servers and project systems, and providing a safe operating environment for each business system. In order to ensure the normal operation of the equipment, the project intends to select a qualified supplier to maintain the relevant software and hardware through public bidding. (For details, please refer to Chapter 3 Procurement Requirements)
合同履約期限：自2025年7月1日起1年。
The Contract Period: 1 year from July 1, 2025.

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）扶持中小企業(yè)政策：本項目是專(zhuān)門(mén)面向小微企業(yè)采購，評審時(shí)小微企業(yè)均不執行價(jià)格折扣優(yōu)惠； （2）殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies: (1) Policy to support small and medium-sized enterprises: This project is specially designed for small and micro enterprises, and small and micro enterprises do not implement price discounts during the evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織；
（4）本項目不允許轉包。
